Canada Says No to Orca Protection

No, Canada! Earlier this month, the country’s federal government refused to issue an emergency order to help protect Southern Resident killer whales (scientific species name: Orcinus orca). This is despite recommendations made by two of the country’s own ministers, who cited “imminent threats” to the survival of the whales’ population.
Southern Resident killer whales, comprised of three pods – “J”, “K” and “L” – are classified as endangered both in Canada (2001) and the United States (2005), with only an estimated 74 whales remaining. Their habitat is located mainly in the Pacific Northwest, off the coasts of British Columbia (in Canada), and Washington and Oregon (in the United States) but have also been known to forage further in search of Chinook salmon.

In June 2024, the Government of Canada announced new measures and funding to protect the Southern Resident killer whales, including mandatory speed-restricted zones, interim sanctuary zones and other measures. Most of these were set to expire in November 2024. Yet, according to Parks Canada’s own website, three key threats still remain that threaten the whales’ survival: aquatic contaminants, a decline in the availability of Chinook salmon (their main source of food), and physical and acoustic disturbances.
Given the dire nature of the situation, it seems highly counter-intuitive to refuse any measures that would help the Southern Resident killer whales to survive. Instead, the Fisheries Department stated that “incremental measures will be pursued” to protect the whales. In other words, the Government of Canada will continue to rely on that which has already proven to be ineffective.
